For residents waiting on the list for Adult Basic Pennsylvania health insurance, premiums are doubling. The 40,000 current participants will be hit with higher out of pocket costs.

Higher health care costs in Pennsylvania health insurance and limited state funding are the main reasons for the major change in benefits and premiums. Pennsylvania is not the only state facing changes to their program for the poor. Almost all the states that use state funds to assist the poor adults are cutting benefits. This includes stopping enrollment or raising premiums.

30 state House Republican lawmakers urged passage of legislation that would guarantee Pennsylvanians the right to choose Pennsylvania health insurance, regardless of federal mandates.

Pennsylvania is 1 of 25 states, including Ohio and West Virginia that has legislation that will allow the state to “opt out” of federal Pennsylvania health insurance mandates. In seven other states, legislators stated their intent to do the same.

Pennsylvania State Representatives Matthew Baker and Curt Schroder filed House Bills 2053 and 2179 that will protect the rights of individuals to make their own Pennsylvania health insurance decisions.  Pennsylvania joins 31 other states that have introduced legislation for freedom of choice regarding health insurance. This will forbid individuals to be mandated to buy Pennsylvania health insurance in regards to health care reform and ObamaCare.

The Freedom of Choice in Health Care Act has already been filed in 25 states this includes Pennsylvania, Alabama, Alaska, Arizona, Florida, Georgia, Idaho, Indiana, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Nebraska, New Hampshire, New Mexico, North Dakota, Ohio, Oklahoma, South Carolina, Tennessee, Virginia, Washington, West Virginia, and Wyoming.

Lawmakers in other states have intentions of doing the same. This includes, Arkansas, Iowa, Kansas, Montana, North Carolina, Rhode Island, Colorado, and Utah.

If Pennsylvania health insurance is controlled by the government then we will have less freedom to make the health care choices that are best for individuals and our families. “A government requirement to purchase Pennsylvania health insurance is ineffective, costly and arguably an unconstitutional infringement upon states’ rights,” says Matt Baker (R-Bradford/Tioga).

The current bill proposed will reject any law that would penalize a person or employer for not participating in the purchase of Pennsylvania health insurance. Pennsylvania joins several states across the nation to introduce bills aimed at opposing possible federal health insurance mandates.

Independance BlueCross BlueShield The Pennsylvania health insurance “insurer of last resort,” Blue Cross Blue Shield plans are required to provide guaranteed issue health insurance plans to all individuals and families, regardless of their medical conditions or histories. Blue Cross officials say the result has been a steady erosion in their ability to cover the health insurance plans’ costs through their premium base.

About 27,000 people who buy Personal Choice health insurance directly from Independence Blue Cross rather than through an employer are facing steep increases in their premiums in March to maintain similar coverage.

Despite angry complaints from policyholders, Blue Cross says the changes are necessary because of continuing losses in the Personal Choice plans.

Blue Cross announced the health insurance plans’ withdrawal to policyholders in a mid-December letter, giving them until January 15 to decide between two new plans: Personal Choice Basic, which includes benefits similar to the least costly of the three current plans but at much higher premiums, and Personal Choice Value HSA, a more affordable plan that features high deductibles and is designed to be paired with a health savings account.
